North Somerset Council have appointed Griffiths to design the scheme and the bypass will be funded by Homes England’s Housing Infrastructure Fund.

It will help to:

Reduce traffic congestion through Banwell

Make roads safer for active travel

Reduce noise

Improve air quality

The Banwell Bypass is a 3.3km long bypass of the village Banwell, from Summer Lane (A371) in the west to Towerhead Road (A368) in the east, including a new junction and improvements at Summer Lane. It would comprise a 6.8m wide carriageway (3.4m lanes) with 1m verges.

Banwell has experienced the negative impact of traffic congestion on its local community, economy, and environment since the 1930s. The A371 corridor through Banwell provides important local and regional connectivity. The highway generally comprises a single carriageway road with one lane in each direction. Within Banwell, the highway narrows to a single lane of traffic in places, which causes significant congestion, delays and journey time uncertainty on a daily basis.

Following opening of the Banwell Bypass, there would be a reduction of traffic through Banwell, which would provide the opportunity to make improvements and enhancements to the existing road corridor through part of Banwell village . The improvements would deter vehicles from using Banwell Village as a through route, once the Banwell Bypass is in place.

The improvements within Banwell Village would include:

20mph speed limit through Banwell Village – to improve safety for all users and to provide environmental (air and noise) benefits, whilst discouraging through traffic from using the old road. This would be supported by measures to help enforce the speed limit.

Active travel route through Banwell Village – providing walking and cycling infrastructure to encourage alternative modes of transport and better links to the wider public rights of way network.

The Playground and Village Hall – Narrow road lanes, wider shared footpath/cycle route, cycle storage, crossing point, planting improvements and ecological enhancements.

School– Increased pavement widths, pedestrian barrier, the use of road surface treatment (paving or colour), cycle storage, connecting cycle link. Additional pedestrian access to the north.

The Narrows – Resurfacing and relevelling of space, narrowing of the carriageway, provision of on street parking outside shops, installation of cycle parking and street furniture, planting and pavement improvements.

The Square – Changes to surfacing material, pavement widening, crossing points, cycle lane, historically and village specific signage, planters, and community notice board.

Scheme objectives

North Somerset Council are working to meet eight key project objectives:

Improve the local road network to deal with existing congestion issues

Improve and enhance Banwell’s public spaces by reducing traffic and improving the public realm

Provide the opportunity to increase active and sustainable travel between local villages and Weston-super-Mare

Provide infrastructure that can enable future housing development (subject to the Local Plan)

Ensure the development respects the local area and minimises visual impact upon the surrounding countryside and Mendip Hills AONB

Be innovative and efficient in reducing and offsetting carbon from the design and construction of the project

Ensure the development provides the opportunity to increase bio-diversity net gain by at least 10%

Proactively engage with stakeholders in a way that is both clear and transparent

Devon County Council and Griffiths Press Release 27.09.23

The North Devon Link Road will be partially closed for a month from Wednesday 11 October to allow essential maintenance work to go ahead. As part of Devon County Council’s ongoing scheme to upgrade the A361, contractor Griffiths needs to excavate the road in a number of areas to waterproof five major structures beneath the highway. Drainage improvements, safety barrier replacement and resurfacing will also be undertaken at the same time.

The work will require the closure of the westbound carriageway (Tiverton to Barnstaple) of the A361 between North Aller roundabout and Landkey roundabout, for a month.
Traffic heading to Barnstaple will be diverted onto the C783 to travel through Filleigh, Swimbridge and Landkey.

On-street parking in these villages on the diversion route will have to be restricted during this period to help maintain traffic flow. The diversion route will be regularly monitored.

There will be a separate advisory diversion route available for HGVs and abnormal loads heading westbound (Tiverton to Barnstaple) to reduce the number of large vehicles travelling
through the villages. This will be signed via the B3226, B3227 and A377.

The eastbound carriageway (Barnstaple to Tiverton) will remain fully open to traffic throughout this phase of work.

Councillor Andrea Davis, Devon County Council Cabinet Member for Climate Change, Environment and Transport, said: “This is a vital element of the link road improvement scheme
and the westbound carriageway has to be closed to enable the work to be carried out and to keep site staff and the public safe in doing so. Some delays will be unavoidable so I would urge people travelling in the area to plan ahead and please allow extra time for your journey. Every effort will be made to minimise disruption and to complete the work as quickly as possible.”

Councillor Paul Henderson, Devon County Councillor for Chulmleigh and Landkey, said: “The residents of both Landkey and Swimbridge have been extremely cooperative to date when
diversions are in place to accommodate the link road upgrade. I fully appreciate the issues that do arise with the increase in flow of traffic through the villages at times such as these. However, with the finishing line clearly in sight now for the completion of the works, I’m hoping that they’ll once again be understanding as to the reasons why this extended diversion period is taking place and thank the residents for their patience. It is appreciated.”

Councillor Jeremy Yabsley, Devon County Councillor for South Molton, said: “It’s really good to see work on the A361 driving towards completion. This is essential work and while some
inconvenience may be unavoidable it will help the scheme progress and provide us all with a much improved road once the job is done.”

Work is specialised and intricate and all efforts will be made to complete it and fully open the road as quickly as possible.

“What’s Next” Career Event Weston Super Mare – 27th September 2023

Griffiths were delighted to attend the annual Weston College “What’s Next ” event at the Winter Gardens Weston Super Mare and showcase the civil engineering industry.

Along with 30+ other local and national employers from a variety business sectors, over 300 students, school leavers and their parents were able to look at the variety of career pathways and apprenticeships available, giving them the opportunity to discuss the options available and talk to employers re their first steps towards a career and employment.

Winford Church of England Primary School Visit

We were delighted to visit Winford Church of England Primary School on Tuesday 19th September where we were joined by one of our business partners, Farrans and Bristol International Airport.

An assembly presentation highlighting the “Dangers of Playing on Construction Sites” was delivered to all children from the school with a special appearance of our health and safety mascot “Sally Safesteps!”

This was followed by four STEM activities to their Year 3, 4, 5 and 6 students highlighting the importance of design, teamwork and construction.

We hope you enjoyed it and thank you for the invite!

Firstly, thank you so much for such a fantastic day- the children absolutely loved the assembly and the workshops.

The assembly was so informative and kept the children engaged throughout, they loved the videos and Sally was a real highlight for them! In the classrooms, the children were so motivated and engaged with the STEM activity. It was clearly presented, well resourced and having an ‘adult expert’ to work with each team was an amazing experience for the children.

The children have been talking about the day for the rest of the week! Thank you so much!

Collaboration is Key for the A40 Scheme

It’s been a busy summer for the A40 team in Pembrokeshire, not only with massive achievements in construction, but with community engagement activities.

Being collaborative is one of our key values in Griffiths, and Andrew Davies, Project Manager for the Llanddewi Velfrey to Redstone Cross Improvements Scheme, along with the project’s Stakeholder Manager Adam Bateman have had the privilege of hosting several community groups on site throughout the summer.

NRW reviewing CSCS structures on the 6km scheme.

Delegates from Cyfoeth Naturiol Cymru / Natural Resources Wales attended an educational event organised by our newly appointed NRW Framework Manager Daniel Ironmonger to review the use of Corrugated Steel Buried Structures (CSBS). This was an opportunity to see first-hand their durability and benefits including the significant carbon savings of using CSBS over more traditional alternatives. ICE attendees review Redstone Overbridge

The team then hosted an Institution of Civil Engineers (ICE) evening networking event and site visit at the A40 Improvements Project in Llanddewi Velfrey, Pembrokeshire. ICE members from West Wales and Swansea attended to view first-hand progress on the project and to learn more about some of the engineering challenges and the impressive work currently underway.

Having previously enjoyed an evening presentation in Narberth a number of months back, The Narberth and Whitland Rotary Club then enjoyed an evening visit to site to see the latest updates on progress to the project, where they had the opportunity to be driven through the working area which hidden away from the current road and is not visible to the public.

NMWTRA Reviewing Groundworks Towards the end of the summer months, the team were pleased to embrace the opportunity to host North and Mid Wales Trunk Road Agent (NMWTRA) representatives, who made the trip down to Pembrokeshire to spend a day with our project team.

Stakeholder Manager for the Scheme added “We were grateful for their time and enjoyed discussing the scheme in depth whilst touring the breadth of the 6km project, answering some really good questions and taking onboard feedback”.

“We embrace the opportunity to collaborate and understand the opportunity it offers to innovate.”

School Tree Planting Success on the A40 Improvements Scheme

Primary schools close to the A40 Improvements Scheme in Llanddewi Velfrey took part in an ecology and tree planting event recently to highlight the importance of wildlife mitigation on a large-scale infrastructure project, and to be involved with the planting on the project.

Organised by Griffiths, the Principal Contractor for the scheme, pupils ranging from year 3 to year 6 from Narberth CP, Tavernspite and Ysgol Llys Hywel attended the site to support with planting a total of over 70 hazel and willow trees, which are native to the area.

The Welsh Government Scheme, to construct and improve a new section of A40 between Redstone Cross and Llanddewi Velfrey has already achieved some of its commitments in terms of environmental mitigation, with contractors for the Scheme already planting over 100,000 trees. A total of 301,000 trees will be planted by the end of the project. These plants will provide excellent habitat for the local wildlife such as birds, bees, and protected species such as the dormouse.

Griffiths continues to work hard to promote social value and sustainability on major projects such as the A40 Llanddewi Velfrey to Redstone Cross Scheme, with a significant emphasis on promoting STEM educational activities (Science, Technology, Engineering and Mathematics) in their projects.

Carla Rendell, Social Value Manager at Griffiths added; “Planting trees and flowers is an excellent way for children to connect with nature while also learning how to protect our planet. We hope it has helped children learn about the trees around them.”

Children also benefited from an ecology session along with planting their very own sunflower seeds, which they took away with them as their own project to manage over the coming months.

Carla also said; “By allowing children to be part of such a varied and interesting project, and by facilitating the opportunity to learn about important subjects such as ecology and sustainability, we hope that we can bring an added element into their studies and provide good quality, real-world learning that will complement their classroom activities”.

The children had a fun session on the project and it’s a legacy they will remember for the rest of their lives and probably remind many people of the day they helped build the A40 Llanddewi Velfrey to Redstone Cross Scheme.

North Devon Link Road are using HVO fuel

Contractors working on the £60 million North Devon Link Road upgrade are using a more environmentally friendly fuel as part of a series of measures to cut carbon emissions.

Griffiths is one of the first companies in the country to use Hydrotreated Vegetable Oil (HVO) fuel which is a “green diesel” made from waste vegetable oil or fats and hydrogen rather than methanol.

Although it can be used in many conventional diesel vehicles, HVO produces up to 90% less CO2 than regular diesel, which fully supports the carbon reduction commitments of both Griffiths and Devon County Council.

The County Council has adopted an approach to reduce carbon emissions in all of its highway maintenance projects, and the measures being employed in the construction of the Link Road are a prime example.

Griffiths staff are also using two electric vehicles on the North Devon Link Road scheme.

Councillor Andrea Davis, Devon County Council Cabinet Member for Climate Change, Environment and Transport, said:

“The County Council has declared its commitment to achieve a target of net zero carbon by 2030, and every aspect of the council’s work has to play its part. Reducing carbon emissions in highway construction and maintenance is a challenge when you consider the vehicles and materials that are needed, especially on a project the size of the North Devon Link Road upgrade. However, we and our contractors are adopting pioneering approaches to ensure we can meet out carbon reduction targets – and the use of HVO fuel is making a massive difference.”

The North Devon Link Road is the first site where Griffiths is using HVO in its diesel vehicles, and the company aims to roll out the fuel to 50% of its sites by the end of this year, and to the remainder by end of March next year.

Griffiths Project Manager Hedley Martin said:

“We were delighted that the North Devon Link Road project was chosen to be part of the Griffiths trial decarbonisation programme. The experience has been extremely positive for everyone involved, knowing we are doing our bit to reduce the emissions makes us feel very proud. We were also impressed with the Health and Safety benefits that the fuel delivered. Our onsite Plant Operatives have experienced a more pleasant working environment with better air quality since the machines have been operating on HVO fuel.”

To date construction has been restricted by dormice habitat preventing work on parts of the Link Road site, but as dormice are now emerging from hibernation, work is set to progress. It will initially concentrate on earthworks and drainage, particularly in the Landkey junction area where a new roundabout is being constructed.

Councillor Andrea Davis the cabinet member for Climate Change, Environment and Transport at Devon County Council said;

“It was good to see the progress on the upgrade to the North Devon Link Road and to see for myself the measures in place to protect the dormice. We are fortunate to have such a vibrant population of dormice in North Devon, these residents are being well looked after and protected by Griffiths.”

A55 Improvements Scheme provide donation to the Wales Air Ambulance

Griffiths staff attended Caernarfon airport recently to hand over a donation to the Wales Air Ambulance.

Back in December 2021, the Air Ambulance was called out to attend an incident at our A55 Abergwyngregyn to Tai’r Meibion project. Having witnessed first hand the great work of the Air Ambulance, the site’s Good Causes Committee, made up of representative across all our on-site departments, decided to support them through fundraising.

Following feedback from the local community, daffodil bulbs from the works were made available to the public for a donation, with others donated to local community organisations. Having raised £310 in total, two of the Committee were able to hand over the cheque to the crew of Helimed 61, who were delighted to show them around the helicopter and describe the very specific features of the aircraft.

PUPILS GET CRAFTY TO HELP IMPROVE ROAD SAFETY ON THE A40

Pupils from Narberth CP School recently had the opportunity to create road safety sign to encourage safer driving within the A40 improvements scheme.

Year 4 and 5 learners came to the A40 improvements construction site earlier this year to learn about construction and archaeology. After their visit, they took up the challenge to help safeguard those who work and drive through the scheme by creating their own safety signs.

Griffiths, who are the principal contractor heading up the design and construction of the 6km route, reviewed the entries and picked five of their favourites, which were then transferred into large signs that will be placed at various points along the scheme between Llanddewi Velfrey and Redstone Cross.

As a reward, Narberth School were recently invited back to the A40 project office for the grand unveiling of the winning entries and for the artists to see their finished road signs.

Andrew Davies, Project Manager for the scheme added:

“The speed limits and no overtaking restrictions are important to the scheme due to the hazardous nature of the A40, with vehicles and workers crossing the active carriageways regularly. Increasing road safety has been further emphasised by the number of incidents we have experienced with our workforce located on or near the road.

Construction of a new A40 comes with inherent risks and it is vital that motorists really think about these when travelling through the working areas. We wanted to highlight the message for motorists to slow down and we are very thankful for the creativity and contribution shown by pupils of Narberth CP School, and we hope that they will be proud of their work to help promote road safety for our workers and for the motorists that use this road”.

Whilst at the site, pupils had a chance to learn about updates on the scheme and enjoy some of the large machinery and work vehicles that are currently in use.

Maria Cox, a teacher at Narberth CP School added:

“We would like to thank Griffiths for giving the children an opportunity to be part of the project and to learn what goes into a scheme of this scale. Our pupils were incredibly happy to be able to be part of improving road safety and we hope to continue learning about the scheme as the project progresses.”

The project team encourage motorists to look out for the newly installed signs along the A40 and to take heed of their safety messages.

The improvements scheme will continue to support the education of science, technology, engineering, and mathematics to primary, secondary, and higher education students throughout the length of the project with an emphasis on learning about these subjects within a real-world project.

Griffiths Team Think Outside the Box to Help Save Lives

March has been all about safety for the A40 team. Two additional life saving devices have recently joined the team on the A40 improvement project at Llanddewi Velfrey and Griffiths hosted their first defibrillator and CPR awareness session for both staff and the local community.

The Welsh Government scheme to improve the A40 between Redstone Cross and the eastern side of Llanddewi Velfrey is being headed up by Griffiths. At its peak times in the construction phase over the coming years, there will be up to 200 estimated workers on site.

The project will now also benefit from two additional defibrillators that will be fitted to supervisor 4×4 vehicles responsible for each end of the scheme to ensure that response is as fast as possible in times of a medical emergency. The vehicles will be clearly marked so that it is visible to the teams in the area.

Adam Bateman, who is heading up the scheme’s stakeholder relations added,

“The project spans over 6km, most of which is offline, which means that we will have workers away from the highway at fairly remote locations. After our successful company-wide ‘defibruary’ awareness campaign during the month of February, the team felt passionate about helping to safeguard the teams on this particular project in an event of a medical emergency, as well as promoting the use of available defibrillators locally. We have also promoted the use of What3Words to our team, to ensure that emergency services can be provided with the location information of an incident”.

The team have also been proactive in providing education on defibrillator use. In addition to providing training to their engineers, site agents and managers, the team also recently hosted a defibrillator and CPR awareness session for the local community, facilitated by Nicholas Richards-Ozzati, defibrillator coordinator for the Welsh Ambulance Service and Wayne Edwards of St John Cymru.

Nicholas Richards-Ozzati added,

“Time is crucial when utilising defibrillators. When it’s needed, the sooner it’s utilised, the more chance of survival. We also explained the process of retrieving a defibrillator during an emergency and explained the process when dialling 999. I am very happy to see the team based at Llanddewi Velfrey taking this matter very seriously, as well as also taking positive steps to promote defibrillator awareness to the local communities.”

The Griffiths team will consider running further courses within their Llanddewi Velfrey training office facility in due course if there is a local demand for it. Griffiths Staff Support concert in aid of Ukraine fundraising

On Saturday 9th April 2022, a concert to raise money for the Ukraine was held at the Anglesey Showground. Various Welsh artists and support crews gave their time for free, and all 2,000 tickets were sold with a significant sum of money raised.

Huw Percy, Head of Highways, Waste and Property at the Isle of Anglesey County Council said:

“It was a privilege and very reassuring to see Griffiths staff assisting so effectively with traffic management duties, and without their specialism and commitment the event could not have been held and would not have been such a huge success.”

“On behalf of the Council and the event organisers, I would like to take this opportunity to thank you very much for providing four qualified operatives with vehicles and equipment free of charge and for your support for such a good cause.”

Career Fair

We were delighted to be invited along and to be attend the Churchill Academy & Sixth Form Careers Fair on Thursday 23rd November (1800hrs – 2000hrs) Griffiths, along with other employers showcased their industries and highlighting career pathways, apprenticeships and job opportunities within this sector. Our Public Liaison Officer for this region was on hand to take any questions from students, carer’s, guardians and their parents re the employment options available.

Thank you to everyone who attended our annual Careers Convention last night – you made it a huge success!

The atmosphere in the main hall was electric and it was a joy to watch students and their families take advantage of the opportunity to gain a wealth of insights and knowledge from our incredible exhibitors.

We hope that you also enjoyed our speaker sessions and took away some valuable tips. A big thank you goes to all our exhibitors and staff who helped us to put on the event – we’ll be back again next year!”

Careers Fair

An amazing evening at the Clevedon School Careers Fair last night with over 65 employers, colleges and apprenticeship providers showcasing their industries and giving the students and their parents and insight to career pathways, job opportunities and in making their first decision and step to get onto the employment ladder.

On behalf of our entire school community please can we thank you for joining our Careers Fair on Thursday. We were so pleased with the whole event and received positive feedback from parents and students. The success of the evening was only possible through your enthusiastic and engaging participation. It was lovely to see so many visitors in school chatting and interacting with such an effective and purposeful focus. Our students came away from the evening truly satisfied and with their future aspirations in clearer focus.

2023 Project News

Weston/Clevedon Job Centres – Ongoing

The PLO and Regional Office Manager have engaged and built a relationship up with both Clevedon and Weston Super Mare Job Centre Plus offering a bespoke stand up presentation to those who have been long term unemployed. This presentation includes an overview of the civil engineering and construction industry, entry levels for both academic and non academic roles, CSCS card requirements, CV advice and interview techniques.

Both the PLO and Regional Office Manager were also available for one to one or group questions from those who are interested in looking at this industry as a career pathway.

We have also attended a Careers fair organised at Clevedon Job Centre where 8 employers were available to give an insight and advice on the industries that they represented. Clevedon JCP pre-booked clients for each employer however the event was also open for those who just wanted to drop in and have a chat!

From a DWP / Job Centre’s prospective, I have been very impressed with Alun Griffiths pro-active engagement with job centre staff and our job-seeking claimants.

On the 7th September ’22, Paul Nethercott attended Clevedon Job Centre and spoke to all of our work coaches; explaining the opportunities available and expectations of working for the organisation. All work coaches were impressed with Paul’s knowledge and information and lots of questions were asked within this session.

Visual aids (posters and flyers) were left which we continue to advertise within the job centre.

Subsequently, Alun Griffiths was invited to partake in our Jobs Fair and both Paul and Gemma attended this on the 20th September ’22 along with 6 other local employers. As with such events, it did result in some no-shows but both Paul and Gemma were attentive to each claimant they met, advising them on the recruitment process and were both supportive and encouraging with all.

Following the jobs fair and the interest received, Paul subsequently came to the job centre and held a 50-minute presentation to give a full picture of the company and job roles available.

In particular, we had one claimant who was very interested in the Apprenticeship positions.

Although, unable to proceed due to non-qualifications, Paul was able to highlight the path that would enable the claimant to overcome these barriers. This has resulted in the claimant considering re-taking his required GCSE’s to get into the civil engineering industry and has given him direction and a new found confidence. Without Pauls time, advice and encouragement, I don’t believe this would have happened.

We would like to take this opportunity for Paul’s and Gemma’s attendance and support to our local community and would warmly welcome back Alun Griffiths to future job fairs.

In this section North Somerset Council have answered some of the key issues, questions, and concerns that have been raised by residents through consultation on the Banwell bypass so far.

Traffic lights instead of a building a bypass

Traffic lights in Banwell to manage the flow of traffic at the junction of West Street, East Street, Castle Hill, High Street and Church Road have been considered as an alternative to the bypass in the past, but this potential solution has not been taken forward.

This is because any system of traffic lights at the junction would need to allow traffic from each of these five roads (West Street, East Street, Castle Hill, High Street and Church Road) to move one at a time and in sequence.

An initial assessment of the traffic light sequencing suggests that long traffic queues on each of the five roads would build up due to the time waiting for the traffic lights to turn green.

Negative impacts from the traffic queues at each of the five arms would likely be worse than the existing situation and as such would not meet the bypass scheme objectives.

Restricting Heavy Goods Vehicles (HGVs) through Banwell, Winscombe, and Sandford

It is difficult to completely restrict the movement of HGVs as they are allowed to use any classification of road to collect from or deliver to individual properties – even if there is a weight restriction in place (unless it is a physical restriction such as a weight limit for a weak bridge).

However, there is already an HGV restriction on the A371 through Winscombe. A bypass would also enable the number of HGVs to be significantly reduced through Banwell. The A368 (A371) is the current HGV route between Churchill and Weston-super-Mare.

Further analysis is being undertaken around HGV movements during the development of the bypass’ design.

Better connections needed for walking and cycling

Better connection from Banwell to the Strawberry Line.

Make Wolvershill Road a safer route for cycling to Worle/WsM.

Providing improved active and sustainable travel opportunities between local villages and Weston-super-Mare is one of the bypass scheme objectives. Active and sustainable travel includes walking, cycling and horse riding.

Opportunities have been identified for improvements to the active and sustainable travel network around Banwell including: the potential for better connections for walkers and cyclists between Weston-super-Mare and the Strawberry Line and the potential for making Wolvershill Road more attractive for walking and cycling.

Concerns around impacts of the bypass on horse-riding

Opportunities to improve horse riding around Banwell have been identified and we now looking at how we could progress these. They include a 3m wide path running alongside, but separate from, the bypass, suitable for walkers, cyclists, and horse riders; quieter routes through Banwell village as a result of reduced through traffic; and additional horse-riding routes linking Moor Road to Banwell Village under the bypass via Riverside.

You read about these opportunities in our second consultation booklet. There is also further consultation ongoing with horse riders as part of an update to the walking, cycling and horse-riding assessment for the scheme.

Safer routes to Schools

The proposals for wider mitigation in Winscombe, Churchill and Sandford include measures for children walking and cycling to school, please refer to pages 42-46 of the detailed consultation booklet

We are also looking to deliver placemaking in Banwell which improve walking and cycling within the village. The bypass will provide a new connection to join up existing footways between Locking and Sandford. You can read more about this in the detailed consultation booklet (March 2022).

Concerns over rat running along local lanes

Detailed traffic modelling is still being undertaken to understand the impact of the bypass on the wider road network and features to reduce those impacts will be presented in full in the Transport Assessment that will be submitted with the planning application.

Side road improvements to avoid “rat running” and improve active / sustainable travel (such as walking, cycling and horse-riding opportunities) are among the measures being considered. A cycle or footpath through Banwell would be better than one along the bypass

A bypass of Banwell would remove the majority of traffic from the village, which would provide opportunities to improve the existing walking and cycling routes through the village.

The removal of traffic alone would improve both the quality and safety of journeys through Banwell on foot or by bike, but other measures are under consideration to further improve and enhance the centre of Banwell such as better active travel routes and facilities, additional road crossings and shared public spaces.

A new footpath/cycleway running alongside the Banwell bypass is being proposed in addition to – rather than as a replacement for – walking and cycling improvements being considered through Banwell village.

20mph speed limits in surrounding communities

We are looking at options to reduce impacts of the bypass and improve road safety in the villages surrounding Banwell and on routes towards Weston-super-Mare, including speed limit changes in Sandford, Churchill and Winscombe. You can see these proposals on page 43 of our second consultation booklets, available at www.n-somerset.gov.uk/bypass2022

No proposal to link direct into the M5 further north

A connection between the proposed bypass and the M5 was not part of the bypass funding bid and is not needed to meet the scheme’s objectives. As a result, the connection is not being explored in the design.

Concerns around the potential impact on Banwell Football Club

Concerns surrounding the potential impact of the bypass on Banwell Football Club and recreation grounds have been noted from the first consultation.

Acting on those concerns, we have now amended the route of the bypass to minimise the impact to the pitches, resulting in a reduced impact on the club.

We continue working with the football club, ensuring their concerns are heard as work continues to alleviate any negative impacts of the Bypass route.

Concerns around environmental impacts to Summer Lane Park Homes and accessibility concerns to/from local facilities, bus stops, and Banwell village

Concerns surrounding the potential impact on Summer Lane Park Homes have also been noted from the first consultation.

Acting on those concerns, we amended the western section of the Bypass route and roundabout junction. The route and roundabout are now further away from the caravan park. You can see these proposals in more detail in our second consultation booklets, available at www.n-somerset.gov.uk/bypass2022

Should we be building roads given that North Somerset Council have declared a climate emergency?

North Somerset Council have declared a climate emergency and announced the ambition of achieving carbon neutrality by 2030.

As such, opportunities to reduce carbon emissions in construction and the use of the Bypass are being prioritised and progressed as the design is developed.

We know that road transport and construction are both responsible for generating a significant amount of carbon emissions and recognise the potential for carbon impacts as a result of the Bypass.

We have to balance avoiding carbon impacts with the need for new homes to support our growing families and communities. Banwell Bypass is a vital project in making sure we have the infrastructure needed to support that future growth. With this in mind, we have looked at what we can do to reduce carbon emissions in both the construction and the eventual operation of the bypass.

We are considering what is called the ‘Whole Life Carbon’ impact of the bypass from the beginning of design. This means we are thinking about carbon impacts before and during construction, as well as in maintenance and use of the bypass in future. By doing this, we are able to build carbon reduction measures into the scheme design. 10% Biodiversity Net Gain

Ensuring the opportunity to increase Biodiversity Net Gain (BNG) by at least 10% is also one of North Somerset Council’s objectives for the Scheme

We are currently undertaking an environmental impact assessment (which will be submitted in an Environmental Statement with the planning application for the Scheme) to understand the full impact of the Scheme on biodiversity. We will then mitigate those impacts including by providing replacement habitats.

Our intention is to go beyond just mitigating impacts of the Scheme, instead providing enough additional habitat to achieve a Biodiversity Net Gain (i.e. an improvement on current biodiversity) of at least 10%.

There are a number of ways we can achieve this. They include:

Creating habitats for biodiversity by reinstating ditches and rhynes and managing non-native weeds

Managing wetland areas using traditional techniques such as seasonal and controlled flooding

Replanting riverbanks with native trees to create species rich grasslands

Planting more trees and introducing hedgerows for animals such as birds, dormice and bats, with types of plant that provide food sources

Grassland could be enhanced and rhynes reinstated to provide opportunities to reintroduce otters and water voles

There is also potential to expand the traditional orchard in the area next to it and provide opportunities for community harvesting, as well as introduction of a seedbank.

Reducing noise and air pollution

The proposed bypass is further from the village of Banwell than the existing road through the village, therefore will reduce noise and improve air quality in the area.

Though there are likely to be increased noise impacts on properties close to the bypass, we are considering whether noise barriers, such as fencing, earthworks and hedgerows along the bypass could reduce these impacts.

Low noise road surfacing also is being considered but is unlikely have a benefit because of the lower noise of vehicles travelling to the 40mph speed limit.

Measures to reduce construction noise and vibration are being considered and will be included in the scheme’s Environmental Statement when it is published.

The inclusion of the Southern Link means fewer vehicles would need to use the A368/A371 junction and the narrow sections of Castle Hill, resulting in reduced air and noise pollution in that area.

The Southern Link and the groundwater Source Protection Zone (SPZ)

The project team are aware of the Source Protection Zone (SPZ) that lies underneath part of the proposed Southern Link.

Further ground investigations have been undertaken as part of the scheme design, which help us to understand the nature, extent and depths of the aquifer and overlaying soil.

Using the findings of the ground investigations, the scheme design will be further developed to prevent any potential impacts on the SPZ (such as infiltration from the road drainage) and minimise ground disturbance as far as is reasonably practicable.

The relevant authorities are being consulted throughout the design process and engagement with the Environment Agency and Bristol Water is already in progress. The Environmental Statement, when published, will include a Hydrogeological Impact Assessment which will outline any impacts on the SPZ, as well as any measures being adopted to mitigate those impacts

Traffic modelling and future traffic increases

The traffic model will assess future traffic increases at the ‘scheme opening’ year and at the ‘design year’ on the existing highway network both with and without the bypass and wider network improvements that result from general population growth and known / planned development. The design year for assessment is typically 15 years post opening.

Traffic modelling data is still in draft and will be made publicly available when a planning application is submitted for the scheme. We have provided an update on progress with the traffic modelling on pages 26 and 27 of our second consultation booklet, available at www.n-somerset.gov.uk/bypass2022

These pages show traffic for the ‘Base Year’, which provides an idea of local traffic numbers in 2018. The pages also show expected traffic numbers in 2024, which is referred to as the ‘Opening Year’.

Traffic modelling shown in the consultation booklet provides what is likely a worst-case scenario, as it does not consider the effect of proposed measures to reduce traffic impacts of the bypass, any further traffic mitigation measures that might be taken forward as a result of the Local Plan nor expected changes to travel habits such as more people choosing to travel more sustainably by bike or on foot.

Numbers of new homes

In 2019, NSC successfully secured £97.1 million of funding from Homes England’s Housing Infrastructure Fund to deliver the essential infrastructure needed to benefit existing communities and support the delivery of 7,557 new homes.

4,482 of these new homes will be located and are currently under construction at the existing Weston Villages development sites of Haywood Village and Locking Parklands.

The location of the remaining 3,075 homes will be subject to the new Local Plan process. As such, their exact location is yet to be decided. The location of these homes will be consulted on as part of the upcoming Local Plan consultation.

Hinkley Point Haulage Road instead of building the bypass

The haul road being used by the National Grid was given planning consent through the National Grid (Hinkley Point C Connection Project) Order 2016 – this allows National Grid to build a road for temporary construction usage on the condition that land is reinstated after works have been completed.

The National Grid’s temporary haul road cuts through a much larger extent of the AONB than the proposed Southern Link road. As such, a permanent road along that route would have a much greater impact on the Mendip Hills AONB and the local environment.

In order to adopt and upgrade the Hinkley Point road into a permanent route, we would need to seek full planning consent (as we need to for the Banwell bypass scheme), which we would be unlikely to receive due to the negative long term environmental impacts of a road in this location.

In addition, the timescales of the funding agreement with Homes England to deliver the bypass do not align with the programme of delivery for Hinkley Point, which further prevents us from using their haul route as an alternative.

Need for the Southern Link Road

We have carefully considered whether or not a southern link should be included as part of the bypass scheme. The southern link would be a single carriageway road, linking the A368 (East Street) to the A371 (Castle Hill). A T-junction will provide a connection from the southern link back into Banwell.

The benefits of providing the Southern Link, delivered together with the bypass, will be:

A greater number of vehicles driving in both directions will use the new bypass instead of continuing to use the A371 through Banwell in order to travel towards Winscombe.

Vehicles travelling on routes from the Winscombe and Cheddar areas will be able to access the bypass without using the A368/A371 junction and the narrow sections of Castle Hill.

Significantly lower levels of traffic along the A371 through Banwell will increase the opportunities for walking, cycling and horse-riding.

Significantly fewer vehicles will need to continue to use the A368/A371 junction and the narrow sections of West Street, resulting in less congestion and air and noise pollution. Through traffic will be removed from Castle Hill in Banwell, which will have benefits for residents.

Changes to traffic on Castle Hill and Dark Lane

Castle Hill will no longer be a through road for vehicles, but pedestrians, cyclists and horse riders will still be able to travel up it. Dark Lane will become a cul-de-sac. Vehicle access for residents will be unimpacted.

Local bat roosts

We are aware of bat roosts in the area and have undertaken a number of surveys to minimise the impact on bats in the bypass’ design. We are working with statutory environmental bodies to ensure any impacts on bats are fully mitigated.

There are no proposals to move bats.

Reducing impacts on the AONB

How we plan to reduce possible impacts of the Southern Link Road on the AONB will be fully addressed in our scheme planning application for consideration by the relevant authorities.

This is a key consideration of the Banwell bypass and is referred to in one of our scheme objectives: to ensure the development respects the local area and minimises visual impact upon the surrounding countryside and Mendip Hills AONB.

To minimise any visual impact on the surrounding countryside, the scheme’s current landscape design considers views both to and from the countryside and AONB. Traffic increases

Traffic modelling data is still in draft and will be made publicly available when a planning application is submitted for the scheme.

Though the number of vehicles using the roads through the surrounding villages is likely to increase, there are features being considered as part of design to reduce the impacts of that traffic increase.

Based on the initial traffic modelling work we are undertaking, it is clear that providing a bypass of Banwell will significantly reduce the amount of traffic on the A371 through Banwell. That will reduce the traffic congestion issues that the narrow, single lane section causes, and make the A371 route freer flowing.

From a road user perspective, journey times are likely to be improved from the 2018 ‘Base Year’ along the A368 and A371 if the bypass is built.

Other local improvements made possible by the bypass

The bypass scheme includes a package of improvements to local villages and the local road network. Our current proposals for local improvements have been partly informed by the useful feedback received from residents in our first consultation and our parish council working group sessions.

The work to design the bypass and other improvements to the area has not yet been fully completed, however, we have presented our progress so far in our second public consultation You can read and comment on our current proposals until Friday 22 April at www.n-somerset.gov.uk/bypass2022

Location of any new housing

We are not yet able to confirm locations for new housing. The location of new homes in the area will be subject to the new Local Plan process. The Local Plan team are holding their own consultation on their proposals, which opens on Monday 14 March.

Changes proposed for Sandford

Speed limit reduction from 30mph to 20mph through Sandford village is proposed from west of Mead Lane to east of Greenhill Lane.

Measures to help vehicles stick to the speed limit without the need for formal speed limit enforcements, such as changes to road markings, road surfacing, new signage and some localised narrowing of the road.

New gateway features are also proposed at the approaches to the village where the reduction to a 20mph speed limit would begin.

We are proposing a walking and cycle path to run alongside the bypass and branch off around the solar farm, heading to Sandford and the Strawberry Line, providing a continuous off-road connection with Weston-super-Mare.

An additional pedestrian crossing is proposed to the west of the junction with Hill Road.

Changes proposed for Winscombe

A speed limit reduction from 30mph to 20mph through Winscombe proposed from west of Church Road to east of Belmont Road.

A reduction to 20mph is also proposed on Church Road, from its junction with the A371 to Winscombe Hill.

Measures to help vehicles stick to the speed limit without the need for formal speed limit enforcements, such as changes to road markings, road surfacing, new signage, and some localised narrowing of the road.

New gateway features are also proposed at the approaches to the village where the reduction to a 20mph speed limit would begin.

Changes proposed for Churchill

Speed limit reduction from 30mph to 20mph through Churchill from west of The Drive to Churchill Gate junction.

20mph speed limit to be applied to Hillier’s Lane, Front Street and part of Church Lane

Speed limit reduction on the 40mph section towards Sandford to be reduced to 30mph.

Measures to help vehicles stick to the speed limit without the need for formal speed limit enforcements, such as changes to road markings, road surfacing, new signage, and some localised narrowing of the road.

New gateway features are also proposed at the approaches to the village where the reduction to a 20mph speed limit would begin.

Improvements to an existing Public Right of Way (footpath) between the A368 and Churchill Green

To the east of Churchill Academy, the existing Public Right of Way footpaths towards Langford provide an opportunity to upgrade four sections of footpath so that they can be used by cyclists.

We are proposing changes to increase Churchill junction capacity, specifically at the western (A368) and southern (A38) approaches.

What is included within the bypass budget?

Of the £97 million provided by Homes England, £65 million will be spent against the bypass and associated works, the remaining £32 million will go towards the design and build of a new secondary school – Winterstoke Hundred Academy. The £65 million for the bypass covers the design, build, utility upgrades, land assembly costs, wider mitigations, and contingency/risk.

We are delighted to have been asked by Flax Bourton Primary School to come along and and give a presentation to their Yr4 students regarding an overview of civil engineering, career pathways and job opportunities available within the industry. This will be followed by a short STEM activity highlighting the importance of design, teamwork and construction.

We are pleased to support their DT Project – Bridges curriculum and look forward to meeting them in the new year!

These are small scale sessions where students opt to spend time in small groups to talk with external visitors about careers and options open to them. The events run from 8.45am to 9.25am and we will give a short presentation showcasing our organisation and industry and allowing time for the students to ask any questions re civil engineering.

Haygrove School Bridgwater – Wednesday 6th March 2024

Year 11 Employer School Assembly + Classroom Q&A Session

We are delighted to have been invited by Haygrove School Bridgwater to come along as part of National Careers Week to deliver an employer school assembly to their Year 11 students. We will give an overview of the civil engineering industry, career pathways and apprenticeships that are available. This will be followed by a classroom Q&A session for those who are interested in the industry.

Kings of Wessex Academy – Wednesday 27th March 2024

Employability Skills Day

On 27^th March 2024 the school has an Employability Skills Day for their Year 10 students. On this day they will have all Year 10 students off-timetable to work on confidence and interaction with external organisations before they go on work experience. The focus of the day is for students to demonstrate and get feedback on their “soft” employability skills.

The plan for the event is to have 5 sessions running throughout the day on a rolling programme of events so that all students get to experience a variety of activities & organisations.

Each session will be with approximately 30 students (one tutor group) and last about an hour which will hopefully give enough time to showcase our organisation, and also setting the students a short 30 minute task in groups of about 5-6 and then provide a de-brief on their contribution / performance.

The skills the Academy are aiming to develop are in preparation for their forthcoming work experience week so commercial awareness, team work, initiative, motivation, communication and problem solving, but all employability skills are important.

Kings of Wessex Academy – Wednesday 16th October 2024

Career Fair

All Kings students have time away from lessons to visit the fair and they also invite their feeder schools to join them, They are briefed beforehand on who will be there, suitable questions to ask, and how to overcome their nerves at interacting with visitors. In the past it has been extremely well attended with 40 industries seeing approximately 1500 students throughout the day. It’s an all-day event but an exciting and busy day, and a firm favourite with staff and students alike!

DWP Job Centre Plus – Weston Super Mare

We are delighted to be working with the Department for Work and Pensions Job Centre Plus at Weston Super Mare and will be holding a civil engineering presentation and Q&A session at their Weston Super Mare offices on Monday 13th November 2023.

Our Public Liaison Officer will deliver a presentation giving an overview of the industry, career pathways and explaining job opportunities within the local area. Part of the presentation will also explain the CSCS card process, CV writing and interview skills. This will be followed by a Q&A session for those who are interested in the industry and application process.
